RE:             Attached BellSouth 4th Qtr. Surplus
 
You will notice that Consumer has declared 215 WS23 Service Reps surplus in this quarter.
 
We at CWA believe this is a violation of the contract, and we have immediately started the following process:
 
1.  John Quinn, our attorney, has filed a Board charge against BellSouth for bargaining in bad faith.
2.  John Quinn is also attempting to file an EEOC suit charging violations related to age and gender.
3.  We have filed an executive level grievance for BellSouth bargaining in bad faith.
4.  We have also filed an executive level grievance alledging violations of Article 7 and Article 4 of the contract.
 
We will expedite the meetings on these cases and move to arbitration or hearing dates as soon as possible.
 
The Company had intended to declare this as economic, but following a meeting with us, changed it to operational efficiency.
